ADVERTISEMENT FOR BIDS
PUBLICATION DATES:

Notice is hereby given that the City of Springdale, hereinafter called the Owner, will accept sealed bids for furnishing all materials, labor, tools and equipment needed for the reconstruction of the Project identified as East Emma Avenue Streetscape, located in Springdale, Arkansas.
Project construction will consist primarily of road improvements of E. Emma Ave. that includes curb and gutter; pavement mill and overlay; construction of underground drainage pipes and structures; low impact development boxes with plantings; sidewalks; permanent pavement markings in Springdale, AR [OD1.1].
Bids will be accepted at the office of City of Springdale, Community Room, 201 Spring Street until 2:00 PM. local time on August 12, 2026, at which time the bids will be publicly opened and read aloud. Bids received after the above time and date will be rejected. Bid security, as defined in the Instructions To Bidders, in the amount of 5 percent of the Bid amount must accompany the submitted bid. Bidders who wish to deliver a Bid Submission prior to the Bid Opening date/time may do so by delivering the Bid Submission to City of Springdale Engineering ATTN: Engineering Department located at the address above.
All bids must be in accordance with the Contract Documents prepared and issued by CEI Engineering Associates, Inc. located at 2600 NE 11th Street, Bentonville, Arkansas 72712. Copies of Bidding Documents may be obtained electronically from www.questcdn.com, Quest CDN #10283303, upon payment of $ 50.00 dollars per set. Paper copies of Bidding Documents may be obtained from CEI at the above address upon payment of $100.00. NO REFUND of payment will be made. Bids from bidders who obtained their documents from any other source will be rejected. Bidders are encouraged to notify CEI Engineering and Associates that they have downloaded the Bid Packet to ensure they are on the distribution list for Addenda and/or Q&A. There may be a 24-48 hour delay from the date of publication for the documents to be available on Quest CDN.
A non-mandatory Pre-Bid Conference will be held at 2:00 p.m. on August 3, 2026, at the Springdale City Hall, 201 Spring Street in the Community Room. Attendance is encouraged but not required.
Any questions pertaining to the bid documents can be directed to the Owner’s representative, CEI Engineering Associates, Inc., located at 2600 NE 11th Street, Suite 300, Bentonville, Arkansas 72712. The Owner’s representative can be reached at (479) 273-9472.
Questions must be submitted via written communication only to owner’s representative at cechols@ceieng.com. The deadline to submit questions related to this Invitation is August 7, 2026 at 4:30 PM CST, after this time the City will only provide clarifications or responses pertaining to items in the Bidding Documents that do not result in a change or Addendum (see Bidding Documents for additional information).
The City of Springdale hereby notifies all bidders that this contract is subject to applicable labor laws, non-discrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Acts of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.
Bidders shall make such inspection and studies of the site of the work as to familiarize themselves with all conditions to be encountered.
A contractor’s license is not required to submit a bid. However, a contractor’s license is required to execute a construction contract. Subcontractors must be licensed in accordance with the requirements of Act 150 of the 1965 Acts of Arkansas, as amended.
The successful Bidder will be required to furnish a Performance Bond and a Payment Bond, each for 100 percent (100%) of the contract amount, as security for the faithful performance of the work and the payment of all bills and obligations arising from the performance of the work.
No Bids may be withdrawn after the scheduled closing time for the receipt of bids for at least sixty (60) days. The City of Springdale reserves the right to accept any bid or bid alternate, to reject any or all bids, or to waive any informalities in bids received where such acceptance, rejections, or waiver is considered to be in the best interest of the City of Springdale.

The City also reserves the right to reject any Bid received and to waive irregularities in accordance with the City’s best interest. Submitters agree that such rejection shall be without liability on the part of the City of Springdale for any damage or claim brought by any Bidder because of such rejections, nor shall the Submitter seek any recourse of any kind against the City because of such rejections. The filing of any Bids in response to this Invitation shall constitute an agreement of the Bidder to these conditions.
Pursuant to Arkansas Code Annotated §22-9-903, the City encourages all qualified small, minority-owned, and women-owned business enterprises to bid on and receive contracts for goods, services, and construction. Also, the City of Springdale encourages all general contractors to subcontract portions of their contract to qualified small, minority-owned, and women-owned business enterprises.
