INVITATION TO BID
Separate sealed bids for the Adams Field Junction Box 4 Modifications, HW Project No. 2023069A, will be received by the Little Rock Water Reclamation Commission acting by and through the Little Rock Water Reclamation Authority (LRWRA), ATTN: Kira Wise, 11 Clearwater Drive, Little Rock, Arkansas 72204, until 10:00 a.m. (LOCAL TIME) on Tuesday, August 25, 2026, at which time and location bids will be opened publicly and read aloud. Sealed envelopes or packages containing bids shall be marked or endorsed “Adams Field Junction Box 4 Modifications, OWNERS Project No. 7250102” and the Contractor’s Arkansas License Number shall be clearly marked on the outside of the envelope. Bids received later than the specified time and date will be returned to the bidder unopened. Little Rock Water Reclamation Authority will not be held responsible for late, lost, or misdirected bids. The opened bids will then be officially reviewed, evaluated, and recommended for award to the Little Rock Water Reclamation Commission thereafter.
The Project provides for the modifications at one (1) existing junction box located in Little Rock, Arkansas. The Project consists of demolishing one (1) existing slide gate and appurtenances, installing two (2) electrically actuated slide gates, and replacement of existing grating with new aluminum grating and aluminum supporting elements.
A non-mandatory pre-bid meeting will be held at 8:00 a.m. (LOCAL TIME) on August 12, 2026, at the Adams Field Water Reclamation Facility, 1001 Temple Street, Little Rock, Arkansas 72202. Hard hat and safety vest must be worn by all participants.
The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and other contract documents may be examined online at QuestCDN (see below). Copies may be obtained from QuestCDN upon a non-refundable payment of $22.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN. All Bidder questions must be submitted through the QuestCDN project portal page. Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from QuestCDN at www.questcdn.com/cdn/posting, Quest Number: 10289343.
All bid proposals, as well as the Bid Bond, must be made on the printed document forms included in the specifications. The submitted bid shall not be altered, withdrawn, or resubmitted within 60 calendar days from and after the date of the bid opening. Bid Bond Documents submitted with contract must be on the forms provided in the bid packets.
Contractor’s Bid shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount not less than five percent (5%) of the total maximum Bid Price, payable without recourse to the Little Rock Water Reclamation Authority, or a Bid Bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a Contract and execute Performance and Payment Bonds within ten (10) days after Notice of Award of Contract. The Notice of Award of Contract shall be given by the Owner within 60 days following the opening of Bids.
The successful Bidder must furnish a Performance and Payment Bond upon the forms provided in the amount of 100 Percent (100%) of the Contract Price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Little Rock Water Reclamation Authority reserves the right to reject any and all bids and to waive defects in bids.
Little Rock Water Reclamation Authority encourages participation of small business enterprises and veteran-owned businesses in the procurement of goods, services, professional services, and construction, either as a general contractor or subcontractor. It is further requested that whenever possible, prime contractors who require sub-contractors, seek qualified small and/or veteran-owned businesses to partner with them.
The right is reserved, as the interest of the Owner may require, to reject any or all Bids and to waive any formalities in Bids received. Bidders must be licensed in compliance with Arkansas Contractor’s Licensing Law found in Arkansas Code 17-25-101, etc. Bids must comply with Arkansas Act 150 of 1965.
All parties to this contract shall not discriminate on the basis of race, color, creed, sex, age, religion, national origin, disability, marital status, sexual orientation, gender identity, genetic information, political opinions or affiliation, military status, or other status protected by applicable law.
All qualified applicants will receive consideration for employment without regard to race, color, religion, sex, or national origin. Bidders on this work will be required to comply with the President’s Executive Order 11246, as amended.
