IMPROVEMENTS
General Notice
The City of Clarendon (Owner) is requesting Bids for the construction of the following Project:
CITY OF CLARENDON WASTEWATER COLLECTION SYSTEM IMPROVEMENTS
Bids for the construction of the Project will be received at the Halff Associates, Inc. located at 10800 Financial Parkway, Suite 500, Little Rock, AR 72211, until July 1st, 2026 at 2pm local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The City of Clarendon is planning to replace portions of their existing wastewater collection system via pipe replacement and pipe bursting, 15,423 LF and 9,216 LF respectively, with 8-inch to 12-inch sewer pipes and manhole work to include 212 repairs and 30 replacements. Sewer laterals will also be reinstated to the pipes, replaced by bursting with 4-inch service laterals. Additionally, CCTV inspections will be performed on existing sanitary sewer lines (prior to job start) and constructed sewer mains. There are also three sanitary sewer lift stations that will be rehabilitated, including demolition of current structures, pump replacement, and electrical and chemical components replacement.
Owner anticipates that the Project’s total bid price will be approximately $7.8 Million. The Project has an expected duration of 365 days.

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated plan room.

Prospective Bidders may examine the Bidding Documents at the Engineer’s Office on Monday through Friday between the hours of 8 AM and 5 PM, and may obtain copies of the Bidding Documents as described above. Partial sets of Bidding Documents will not be available. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Pre-bid Conference
A pre-bid conference for the Project will be held on June 24th, 2026 at 2pm at Halff’s Little Rock Office 10800 Financial Centre Parkway, Little Rock, AR 72211. Attendance at the pre-bid conference is encouraged but not required.

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
