Public Notice
Pursuant to A.C.A. §8-4-203, and the rules promulgated thereunder, the Arkansas Department of Energy and Environment (E&E), Division of Environmental Quality (DEQ), Office of Air Quality gives the following notice:
Lockheed Martin Corporation (07•00022) operates a facility located at 15604 W. Arkansas 274
Highway, Camden, AR 71701. This modification reworks the plantwide VOC and HAP limits to cover a larger portion of the facility under one shared limit for VOC and HAP emissions. The Ground Vehicle Assembly Building (GVAB) emission sources have been added, including a gasoline storage tank, three paint booths, a blasting room and an emergency generator (SN-181 through SN-186.) The facility is now subject to NESHAP CCCCCC and applicable provisions have been added. HAP emissions at the facility are now listed as Single and Total HAP emissions rather than individually listed. Permitted emissions increases are as follows: 4.5 tpy PM/PM10, 0.6 tpy SO2, 23.1 tpy VOC, 61.2 tpy CO, 72.5 tpy NOX, and 9.72 tpy Acetone. Single HAP emissions are now set as 9.5 tpy and Total HAP emissions set as 24.5 tpy Total HAP.
The application has been reviewed by DEQ staff and has received DEQ’s tentative approval
subject to the terms of this notice.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting DEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact Jesse Smith, Engineer. Both DEQ Air Permits Branch and Engineer Supervisor, Jesse Smith can be reached at the Division of Environmental Quality’s central office, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317, telephone:

The draft permit and permit application are available for copying at the above address. This information may be reviewed during normal business hours. The draft permit may also be found at http://www.adeq.state.ar.us/air/permits/draft_noi.aspx.
Comments will be accepted in accordance with 8 CAR § 11-208. During the public comment period, any person may submit written comments to DEQ at the above address Attention: DEQ Air Permits Branch or to ee.airpermits@arkansas.gov by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with 8 CAR § 11-211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (8 CAR pt. 11).
