INVITATION TO BID
Separate sealed (hard copy) bids for Wrightsville Manhole Rehab, HWEI Project No. 2022107, will be received by Central Arkansas Water (Owner) at 211 Natural Resources Drive, Little Rock, AR (Hawkins-Weir Engineers) until 2:00 P.M. (local time), on Tuesday, August 4th, 2026, at which time and location bids will be opened publicly and read aloud. Bids shall be addressed “Central Arkansas Water, P.O. Box 1789, Little Rock, Arkansas 72203” and shall be labeled “Bid for Wrightsville Manhole Rehab, Project No. 2022107”. Bidders shall include their Arkansas license number on the outside of their sealed bids. Any bid received after the scheduled opening time will be returned unopened.
This project includes the rehab of approximately 220 manholes located throughout the city of Wrightsville. Including but not limited to Replacement of Ring and Lids, Resetting Ring and Lids, New Grade Adjustment, and Cementitious and Epoxy Coating.
The information for Bidders, Form of Bid, Form of Contract, Plans, Specifications, and other contract documents may be examined online at QuestCDN (see below). Copies may be obtained from QuestCDN upon a non-refundable payment of $22.00 for each set. Bidders are responsible for reproduction costs, and Bids will not be accepted from any Prospective Bidder who has not purchased contract documents through QuestCDN. All Bidder questions must be submitted through the QuestCDN project portal page. Bidders will be required to inform themselves of all Addenda duly issued in accordance with the requirements provided in the Instructions to Bidders. Information regarding the number of Addenda that have been duly issued can be obtained from QuestCDN at www.questcdn.com/cdn/posting - Quest Number: 10274188.
A Non-Mandatory Pre-Bid Meeting will be held on Tuesday, July 28, 2026, at 10:00 a.m. in the City of Wrightsville, AR with an initial meeting location to be defined at a later date and sent through QuestCDN.
Each Bidder must deposit with their Bid, security in the amount, form and subject to the conditions provided in the Instructions to Bidders.
All Bidders must be licensed in conformance with the Arkansas State Licensing Law for Commercial Contractors as defined in Arkansas Code 17-25-101 and related statutes.
The Owner reserves the right to waive any informalities and reject any and all Bids. Bids shall remain firm for a period not to exceed 60 days from the Bid opening date.
This publication was paid for by Central Arkansas Water, and the cost of the publication is $ 414.48 per Arkansas Act 954 of 2021.
The Owner encourages participation of small, minority, and woman owned business enterprises in the procurement of goods, services, and construction, as either a general contractor or subcontractor.
