Public Notice
Pursuant to the Arkansas Operating Air Permit Program (Rule #26) Section 602, the Arkansas Department of Energy and Environment (E&E), Division of Environmental Quality (DEQ), Office of Air Quality gives the following notice:
City of Fort Smith Sanitary Landfill (6600226) operates a facility located at 5900 Commerce Road, Fort Smith, AR 72916. This facility has submitted an application to renew the existing Title V permit and update regulation from NSPS Subpart WWW to 8 CAR § 41-101, Subpart 16, add one underground leachate tank, add a fueling station, added NESHAP Subpart AAAA and add Subpart XXX. Permitted emission rates are -37.8 tpy PM, -115.1 tpy PM10, -0.1 tpy of SO2, -52 tpy VOC, -2.2 tpy CO, 0.4 tpy Single HAP, -13.24 tpy Total HAPs and -0.04 tpy of HCL, -0.12 tpy of Hydrogen Sulfide (H2S). Large decrease in emissions is due to the addition of new gas collection system.
Citizens wishing to examine the permit application and staff findings and recommendations may do so by contacting DEQ Air Permits Branch. Citizens desiring technical information concerning the application or permit should contact Thamoda Crossen, Engineer. Both DEQ Air Permits Branch and Thamoda Crossen can be reached at the Division of Environmental Quality’s central office, 5301 Northshore Drive, North Little Rock, Arkansas 72118-5317, telephone: (501) 682-0744.
The draft permit and permit application are available for copying at the above address. This information may be reviewed during normal business hours. The draft permit may also be found at http://www.adeq.state.ar.us/air/permits/draft_noi.aspx.
Comments will be accepted in accordance with Rule 8.208. During the public comment period, any person may submit written comments to DEQ at the above address Attention: DEQ Air Permits Branch or to ee.airpermits@arkansas.gov by email. Any interested person may request a public hearing on the draft permitting decision during the public comment period. The public comment period shall begin on the day this notice is published and shall expire at 4:30 p.m. Central Time on the thirtieth (30th) calendar day after publication of this notice.
The Director shall make a final decision to issue or deny this application or to impose special conditions in accordance with Rule 8.211 of the Arkansas Pollution Control and Ecology Commission’s Administrative Procedures (Rule #8) and Rule #26.
