Black Rock Storm Siren Replacement Project
ADEM State Mitigation Grant
The City of Black Rock has received a grant from the Arkansas Department of Emergency Management (ADEM) through the State Mitigation Grant Program for the Black Rock Storm Siren Replacement Project.
The City of Black Rock will receive sealed bids for the Storm Siren Replacement Project. Bids may be delivered or mailed to the Black Rock City Hall, located at 491 Elm Street, Black Rock, Arkansas 72415, and must be received no later than 10:00 a.m. on Monday, October 5, 2026. Bids received after this deadline will not be accepted.
Bids will be publicly opened and read aloud at 10:00 a.m. on Monday, October 5, 2026, at the Black Rock City Hall, located at 491 Elm Street, Black Rock, Arkansas. All interested parties are invited to attend.
The City of Black Rock encourages small, minority-owned, and women-owned business enterprises to submit bids.

Each bid must be submitted on the prescribed bid form and accompanied by a certified check or bid bond, payable to the City of Black Rock in an amount not less than 5% of the bid. A performance and payment bond will not be required. The bid proposal and work of the proposed contract shall be in accordance with the appliable federal, state, city, and local ordinances and regulations.
Any bid may be rejected which contains material omissions or irregularities. Also, a bid may be rejected if it, in any manner, shall fail to conform to the conditions of the Bidding Requirements and Contract Documents.
The Owner reserves the right to waive irregularities, reject bids, and choose the most qualified bidder for the project.
