NOTICE TO BIDDERS
Philander Smith University is requesting Sealed Bids from qualified licensed contractors to execute the scope of work to include a partial renovation to the M.L. Harris Fine Arts Building which will include the Auditorium, Lobby, and utility improvements. The Auditorium will replace all the theater components including seating, audio-visual, rigging, curtains, ADA improvements, and other interior finishes. The Lobby will include replacing the existing non-ADA compliant bathrooms with ADA compliant bathrooms, divide the lobby to create a computer classroom, and replace the existing finishes and systems. The utility upgrades will include a new service, utility transformer, main distribution panel, and downstream distribution. Asbestos remediation will be included, and the building will be partially occupied during construction.
A mandatory pre-bid meeting for this project will be held Tuesday, October 20, 2026, at 10:00 AM CST, in the M.L. Harris Auditorium Lobby. This meeting will begin promptly at 10:00 AM local time. All potential bidders must attend this meeting to be eligible to submit a bid.
Bidder questions will be received and responded to until 10:00 AM CST on Thursday, October 22, 2026.
Sealed bids will be received on until 2:00 PM CST on Thursday, October 29, 2026, at the Philander Smith University in the D.W. Reynolds Library and Technology Center Conference Room located on the campus at 905 W Daisy L Gaston Bates Drive, Little Rock, Arkansas 72202. Once the time to receive bids has passed, bids will be publicly opened and read aloud. Bids offered after the time to receive bids will not be accepted.
BID DOCUMENTS: The official version of the complete set of the Contract documents should be examined and are obtainable from the Cromwell Architects Engineers. Bidders may access complete electronic documents through the Cromwell Virtual Plan Room / Print Shop website. Contact: ThePRINTSHOP at www.theprintshoplr.com; 1304 East 6th Street, Little Rock, Arkansas 72202; Telephone (501) 400-1006. The plan room is completely FREE to access and view Drawings and Specifications. Hard copies of the Project Manual and Drawings may also be purchased for a non-refundable fee at the PRINTSHOP.
Bidders, subcontractor, suppliers, and others who obtain plans directly from any other source are fully responsible for obtaining all necessary documents for a complete bid. This includes the verification and incorporation of addenda or revision bulletins, prior to bidding the project.
Interested bidders who wish to receive email notifications of pre-bid conferences, addenda, and other information should contact Cromwell Architects Engineers at printshop@cromwell.com.
All Bid Proposals must be submitted on an unaltered or modified copy of the Bid Forms provided in the project manual. Bidders may photocopy these forms. The entire manual does not need to be submitted with the bids. Faxed Bid Proposals, Phone Quotes, and Email Quotes will not be accepted.
A 5% Bid Bond or Cashier’s Check is required.
Bids must include the cost of Performance Bond and Payment Bond.
Bidders shall conform to the requirements of the Arkansas licensing laws and regulations for contractors and shall be licensed before a bid is submitted.
Owner reserves the right to reject any and all bids, and to waive any formalities.
