CITY OF ROGERS, ARKANSAS
SAFE STREETS AND ROADS FOR ALL (SS4A) GRANT PROGRAM
REQUEST FOR LETTERS OF INTEREST
US-71B CORRIDOR STUDY AND RAILYARD LOOP TRAIL UNDERCROSSING FEASIBILITY STUDIES
The City of Rogers, Arkansas requests letters of interest from qualified consulting firms for professional planning, engineering, and related services for the US-71B Corridor Study and Railyard Loop Trail Undercrossing Feasibility Studies. Selection will follow 23 CFR Part 172, Procurement, Management, and Administration of Engineering and Design Related Services.
This project is funded through the U.S. Department of Transportation (USDOT) Safe Streets and Roads for All (SS4A) grant program, administered by the Federal Highway Administration (FHWA), Assistance Listing No. 20.939, Federal Award No. 693JJ32640757. This procurement is subject to 2 CFR Part 200, 23 CFR Part 172, and the City’s SS4A Grant Agreement. All work is subject to FHWA review and approval.
US-71B Corridor Study. The study covers the 6.7-mile US-71B corridor from W. Walnut Street to S. 8th Street. It will assess safety, mobility, and access management and develop concept designs to reduce fatal and serious injury crashes, consistent with the City’s Unified Development Code and Future Land Use Placetypes. The ARDOT improvement segment (Dixieland Road to S. 8th Street) is excluded, but its design will be incorporated for corridor-wide consistency. The study must account for the pending ARDOT-to-City ownership transfer of the W. Walnut Street segment and be coordinated with the Northwest Arkansas Regional Planning Commission’s regional US-71B corridor study supporting future Bus Rapid Transit (BRT), including station and stop locations and corridor geometry.
Railyard Loop Trail Undercrossing Feasibility Studies. Feasibility studies will evaluate grade-separated trail undercrossings at US-71B/W. Price Lane and US-71B/S. 28th Street, including conceptual engineering design, site constraints (utilities, drainage, right-of-way, and roadway geometry), safety analysis, and planning-level cost estimates. Findings will be integrated into the corridor study final report.
