NOTICE TO ARCHITECTS / REQUEST FOR QUALIFICATIONS (RFQ) ASU-B-27-010 CAMPUS MASTER PLANNING SERVICES • ARKANSAS STATE UNIVERSITY-BEEBE
Arkansas State University-Beebe is soliciting responses from interested, qualified architectural and planning firms to provide a full range of comprehensive architectural and campus master planning services as needed for the Searcy campus.
The institution seeks a visionary and data-informed partner to develop a long-range physical development framework spanning the next 10 to 20 years. This framework will support our academic mission, strategic priorities, operational needs, and long-term resource stewardship of the campus. As higher education continues to evolve, Arkansas State University-Beebe recognizes the importance of aligning its physical environment with changing enrollment trends, instructional modalities, workforce development needs, technology advancements, and community expectations. The selected consultant will work collaboratively with campus leadership, students, faculty, staff, community stakeholders, and governing bodies to develop a master plan that guides future growth, investment, and stewardship of campus resources.
The purpose of this project is to create a comprehensive, implementable Campus Master Plan that establishes a clear vision and serves as a decision-making framework for future capital investments, facility improvements, infrastructure upgrades, and campus development initiatives. The master plan should align physical facilities with the institution’s Strategic Plan, support student recruitment/retention, accommodate growth, evaluate facility utilization, improve accessibility/safety, advance sustainability, strengthen campus identity, and provide a phased implementation roadmap.
Selected firms must be able to provide a full range of services to include, but not limited to: Program Review, Cost Estimating, Schematic Design, Design Development, Construction Documents, Bidding, Construction Administration, Inspection, Facility Conditions Assessment, Land Use Assessment, Space Utilization Analysis, and Project Closeout.
The deadline for prospective contractor questions is November 11, 2026, at 5:00 PM CST. Final written responses will be considered if received by 2:00 PM CST on November 30, 2026.
Written responses shall include the following mandatory items in the original Response Packet (all submissions must be in the English language):
1. Original Response: One (1) original signed Response Signature Page (ink or digital signature) and one
(1) original hardcopy of the response to the Information for Evaluation section.
2. Digital Copies: Six (6) identical copies of the proposal. Each copy must be submitted on its own separate USB flash drive in PDF format, clearly labeled with the vendor’s name and the RFQ number.
3. Firm Details & Workload: Current office size, personnel description, and workload.
4. Current Contracts: Projects currently under contract with State Agencies and Higher Education Facilities.
5. Project Experience: Similar project experience with universities, including project experience with master planning and LEED certification.
6. Subcontractors: Completed Proposed Subcontractors Form.
7. Legal & Licensing Compliance:
• Proof of current professional liability insurance. Architects/Engineers shall conform to the requirements of the Arkansas licensing laws and regulations.
• All firms shall be licensed by the State of Arkansas. Out-of-State firms should joint venture, align, or associate with an in-state licensed firm.
• Copy of Prospective Contractor’s Equal Opportunity (EO) Policy pursuant to Arkansas Code Annotated § 19-60-104 (or a written statement if exempt by law).
