ADVERTISEMENT FOR BIDS
Sealed bids for SOUTHWEST TRAIL: SPRING ST. TO WESTINGHOUSE DR., to be constructed for GARLAND COUNTY will be received at the GARLAND COUNTY COURTHOUSE, 501 OUACHITA AVENUE, ROOM 210, HOT SPRINGS, AR 71901 until 2:00 p.m. local time, on SEPTEMBER 29, 2026,
at which time bids received will be publicly opened and read aloud.
The Project consists of approximately 4,000 linear feet of shared-use path and includes but is not limited to 1,200 tons of asphaltic pavement, 1,150 tons of aggregate base course, 220 square yards of PCC base, 1,350 linear feet of curb and gutter, 3,475 cubic yards of excavation, 2,400 cubic yards of fill, 160 feet of reinforced concrete pipe culverts, 2.5 acres of seeding, 1,800 square yards of solid sodding, 1,650 feet of fencing, 550 linear feet of retaining wall, 2,950 linear feet of striping, and 33 roadside signs.
Bids will be received for a single prime contract. Bids shall be on a unit price basis. The BID DOCUMENTS may be examined at the following locations.

To receive any addenda issued for the project, BIDDERS will provide their name and email address when downloading the Bid Documents. Any addenda will be distributed to this contact. Bidders must enter the addenda numbers in Article 3.01 of the Bid Form to verify receipt.
Bidders are required to complete Document 00 45 13, Qualification Statement, included in these bid documents.
Davis Bacon Act wage rules shall apply. All laborers and mechanics employed by contractors and subcontractors on projects funded directly by or assisted in whole or in part by and through the Federal Government shall be paid wages at rates not less than those prevailing on projects of a character similar in the locality as determined by the Secretary of Labor in accordance with subchapter IV of Chapter 31 of Title 40, United States Code. The Department of Labor provides all pertinent information related to compliance with labor standards, including prevailing wage rates and instructions for reporting. Bids shall be accompanied by a cashier’s or certified check upon a national or state bank in an amount of five percent (5%) of the total maximum bid price payable without recourse to the Owner, or a bid bond in the same amount from a reliable surety company, as a guarantee that the Bidder will enter into a contract and execute performance and payment bonds within fifteen (15) days after notice of award of Contract to him. Such bid guarantee shall be made payable to GARLAND COUNTY.
The successful bidder must furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.
Bids must remain in effect for 60 days after the bid opening date. Within 60 days from the bid date, the Owner may award the contract to the lowest responsive, responsible bidder or reject any or all bids for the project.
GARLAND COUNTY reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of GARLAND COUNTY, and to reject nonconforming, nonresponsive, or conditional bids.
This publication is paid for by Garland County. The cost of this publication is $555.78.
