Sealed bids from licensed General Contractors for renovations to the Franklin County Charleston Courthouse located in Charleston, Arkansas will be received by Judge, Rickey Bowman.
Bids will be received until 2:00 pm, Thursday, November 5, 2026, at the Charleston Courthouse, 607 E Main St, Charleston, AR 72933, and read aloud.
There will be a mandatory, onsite project walk-through Tuesday, October 27, 2026, at 10:00 am.
The scope of work consists of furnishing materials, labor, equipment, tools, accessories, and supervision necessary for renovations to the courthouse in accordance with plans and specifications prepared by HTW & Associates.
Digital Bid Documents may be obtained from the office of the Architect, HTW & Associates, 308 ½ West Main St, Russellville, AR 72801, (479) 967-5044, valerie@htwassociates.com, by direct sale.
All bidding questions shall be directed to the office of the Architect, (479) 967-5044, ira@htwassociates.com.
Franklin County, Arkansas encourages participation of small, minority and women business enterprises.
Each contractor’s bid must be accompanied by a bid bond executed by the bidder and a surety company authorized to transact business in the State of Arkansas in the sum of not less than 5% of the total amount of the bid. The bid bond will be returned to the unsuccessful bidder upon request when the award is made to the successful bidder and the contract has been signed and the performance and labor and material payment bonds have been executed.
A Performance and Payment bond in the amount equal to 100% of the contract amount shall be required from the successful bidder.
No bidder may withdraw his bid within 30 days after the actual date of the opening thereof. The owner reserves the right to waive any formalities or to reject any or all bids. All bidding processes shall be in accordance with Arkansas State Law.
