East Battlefield & Adjacent Areas Roadway Improvements
Request for Qualifications (RFQ) No. 26-76
The City of Bentonville, Arkansas (“City”) is accepting Statements of Qualifications (“SOQs”) from properly qualified, experienced, and appropriately licensed construction firms interested in providing Construction Manager at Risk (“CMAR”) services for the East Battlefield & Adjacent Areas Roadway Improvements Project.
The Project generally includes roadway, roundabout, drainage, utility, traffic, and corridor improvements along East Battlefield Boulevard, East Central Avenue, SE Moberly Lane, Water Tower Road, and selected adjacent roadway connections in Bentonville, Arkansas. The Project is currently organized into multiple improvement packages.
The City intends to engage the selected CMAR early in the design process to provide preconstruction services and contractor input related to constructability, cost estimating and cost control, construction phasing, maintenance of traffic, utility coordination and relocation sequencing, procurement and early-work strategies, risk identification and mitigation, schedule validation, and development of a Guaranteed Maximum Price (“GMP”), as applicable. Construction services may subsequently be authorized by the City.
This procurement is a qualifications-based selection. SOQs will be evaluated based on the respondent’s relevant heavy civil, roadway, and utility experience; CMAR and preconstruction experience and past performance; qualifications and availability of key personnel; project-specific approach; constructability, phasing, and risk-management capabilities; local and regional capability; safety record; financial strength; bonding capacity; and references.
The City reserves the right to conduct interviews or make a selection based upon the SOQs received.
RFQ Documents and Submission
The complete RFQ package, including project information, submittal requirements, evaluation criteria, schedule, and available project exhibits, will be available through the City of Bentonville’s Beacon Bid procurement system.
All official SOQs must be submitted through Beacon Bid. Email submissions to Walter P Moore, the City of Bentonville, or individual project team members will not constitute an official submission.
Statements of Qualifications must be received no later than 2:00 PM CT on Monday, November 16, 2026. Late or incomplete submissions may be deemed non-responsive.
No pre-submittal meeting or site visit is anticipated.

Questions must be received no later than 2:00 PM CT on Friday, October 30, 2026.
Formal responses to questions, clarifications, and addenda will be issued through the City’s official procurement process.
The City reserves the right to reject any or all SOQs, waive minor informalities or irregularities, request clarification or additional information, conduct interviews, negotiate with the selected firm, cancel or reissue the RFQ, modify the procurement schedule, or decline to award a contract.
The City of Bentonville encourages participation by qualified firms capable of providing the services described in the RFQ.
