WWTP Improvements
General Notice
The City of Melbourne (Owner) is requesting Bids for the construction of the following Project:
WWTP Improvements

Bids for the construction of the Project will be received at the Melbourne City Hall located at 451 College Drive, Melbourne, AR until Thursday, December 3, 2026 at 2 p.m. local time. At that time the Bids received will be publicly opened and read.
The Project includes the following Work:
The Work may include, but is not necessarily limited to, the following:
1. the furnishing & installation of a packaged complete headworks plant, that includes perforated basket fine screening and aerated grit removal, with associated conveyors, and control panels,
2. the construction of an influent splitter box to automatically divert wet-weather flows
3. the replacement of a 10” flanged mag-meter
4. the furnishing & installation of oxidation ditch aeration improvements
5. the furnishing & installation of wet-weather pile cloth media filters
6. the furnishing & installation of non-contact UV disinfection equipment
7. the construction of a PEMB building housing the filter & UV equipment
8. the furnishing & installation of polymer feed improvements
9. the furnishing & installation of all yard piping
10. mobilization and demobilization
11. clearing, grubbing, earthwork, seeding, and erosion control
12. select demolition of piping and equipment
13. site grading
14. electrical and controls work, including new 480 V – 3 phase service
15. the furnishing and installation of a backup generator
16. miscellaneous appurtenances
17. safety systems
18. items of construction work and/or materials not specifically addressed herein, but nonetheless required for a complete, operating, and acceptable installation of the work, shall be considered subsidiary to the lump sum bid item, and the cost thereof shall be considered included in the lump sum price.
Bids are requested for the following Contract: Melbourne WWTP Improvements
Owner anticipates that the Project’s total bid price will be approximately $4,500,000.00. The Project has an expected duration of 450 days. Project is financed in part by USDA RD funds.

Project plans and technical specifications may be downloaded from the designated website, free of charge, to allow prospective bidders to determine if they would like to bid the project. Bidding Documents required for the submission of a bid must be purchased from the issuing office (printed copies) or downloaded from QuestCDN, as detailed below. All official notifications, addenda, and other Bidding Documents will be offered only through these sources. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated sources.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday between the hours of 7 a.m. to 4 p.m., and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents may be purchased from the Issuing Office during the hours indicated above. Cost does not include shipping charges. Upon Issuing Office’s receipt of payment, printed Bidding Documents will be sent via the prospective Bidder’s delivery service. The shipping charge amount will depend on the shipping method chosen. Pre-bid Conference
A pre-bid conference for the Project will be held on Thursday, November 19, 2026 at 1 p.m. at at 451 College Drive, Melbourne, AR 72556. Attendance at the pre-bid conference is encouraged but not required.

Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
